WASHINGTON – U.S. Congressman Jay Obernolte (CA-23), Chairman of the House Science, Space, and Technology Subcommittee on Investigations and Oversight, held a hearing on the feasibility of the California Air Resources Board’s (CARB) rule requiring zero-emission locomotives.
