Legislation reintroduced to enhance cybersecurity for suicide prevention hotline

U.S. Representatives Jay Obernolte and Debbie Dingell have reintroduced the 9-8-8 Lifeline Cybersecurity Responsibility Act. This bipartisan bill, which previously passed unanimously in the House during the 118th Congress, seeks to bolster cybersecurity measures for the 9-8-8 Suicide and Crisis Lifeline. The move comes after a cyberattack on system operator Intrado in December 2022 caused a significant outage of the lifeline, affecting veterans, military servicemembers, and others who rely on these critical suicide prevention services. The Federal Communications Commission confirmed that this cyberattack was responsible for the service disruption.

Rep. Obernolte emphasized the importance of securing the lifeline: “American lives are at risk when the Suicide and Crisis Lifeline experiences an outage,” he stated. “It is crucial that we eliminate potential cybersecurity threats and resolve issues that could put the Lifeline at risk.”

Rep. Dingell highlighted the lifeline's role in aiding those experiencing mental health crises: “The 988 Suicide & Crisis Lifeline has served and saved millions of Americans... This bill ensures that the lifeline can coordinate with all necessary entities to eliminate cybersecurity vulnerabilities.”

The legislation proposes amendments to Title V of the Public Health Service Act aimed at protecting against future cyber threats and outages.

Recent statistics underline the urgency of these protections. In 2023, there were 49,300 reported suicides in the U.S., according to CDC data. Notably, suicide rates among veterans were significantly higher than those of non-veteran adults in previous years, underscoring a pressing need for secure access to crisis support systems like the 9-8-8 Lifeline.
