U.S. Immigration and Customs Enforcement announces custody of Luis Florencio Guallpa-Aguayza

U.S. Immigration and Customs Enforcement took Luis Florencio Guallpa-Aguayza into custody from a federal prison in Victorville, California.

According to the agency, Guallpa-Aguayza had been previously convicted of rape, disorderly conduct and drunk driving. He had completed a sentence for illegal re-entry into the United States.

The Department of Homeland Security in a February 2026 press release called on California to honor ICE arrest detainers. According to DHS, more than 33,000 noncitizens with active detainers are in the state, including 399 suspected of homicide, 1,293 suspected of sexual predatory offenses and more than 8,300 facing dangerous drug charges.

Between 2020 and 2024, ICE arrested over 527,000 noncitizens and detained more than 1.1 million, according to federal statistics. The agency said the most common charges involved DUI, drug possession, assault and criminal traffic offenses.

U.S. Immigration and Customs Enforcement was established in 2003 under the Department of Homeland Security, according to its website. The agency says its mission includes criminal and civil enforcement of federal laws governing border control, customs, trade, and immigration.
