Representatives Jay Obernolte and Don Beyer have introduced a new piece of legislation, H.R. 2385, aimed at expanding access to artificial intelligence research tools across the United States. The Creating Resources for Every American to Experiment with Artificial Intelligence Act of 2025, also known as the CREATE AI Act, seeks to establish the National Artificial Intelligence Research Resource (NAIRR). This initiative is designed to provide AI research tools and infrastructure, making them accessible to a broader audience beyond just major technology firms.
Currently, only a few large tech companies possess the necessary resources for advanced AI research. The proposed NAIRR aims to change this by offering cloud computing, curated datasets, AI testbeds, and educational tools to various users, including students, researchers, non-profit organizations, small businesses, and academic institutions. Representative Jay Obernolte asserts, “The CREATE AI Act will democratize access to cutting-edge AI resources by establishing a shared national infrastructure for research and experimentation.”
Representative Don Beyer expressed the benefits this act would bring: “By establishing the National Artificial Intelligence Research Resource (NAIRR), we would provide an excellent resource for researchers, educators, and small businesses.” He emphasized that the act would help the U.S. remain competitive in trustworthy AI development and address global challenges.
A governance structure for NAIRR will be set up, including a Steering Subcommittee under the White House Office of Science and Technology Policy, and a Program Management Office within the National Science Foundation. The structure will manage contributions from federal and private entities and ensure that operations adhere to standards of privacy, ethics, scientific integrity, and national security.
NAIRR’s resources will include access to computational tools, APIs for AI models, interoperable datasets, and educational resources. The NAIRR will prioritize projects focused on durable and secure AI development, aiming to align AI advancements with American values and interests.
NAIRR’s implementation will primarily use donated resources from both federal and private sectors, minimizing additional federal expenditures. Participating partners from government, academia, and industry will contribute to this collaborative model.
The CREATE AI Act has garnered support from various technology and research organizations. Jason Oxman, President and CEO of ITI, remarked on the potential impact of the Act on U.S. AI leadership. The Business Software Alliance and Brad Carson, President of ARI, echoed the positive influence this legislation could have on AI research accessibility and innovation.
The Software & Information Industry Association (SIIA) also advocated for the Act, stressing its importance in keeping the U.S. competitive in the AI arena. They noted the urgency for Congress to act, especially considering similar initiatives by other global players like China and the European Union.
